Thankfully, mercifully, passing a "reset" to camogm just before the "start"
seems to have solved my problem. I've run a number of tests with a WOI of
32x608, ~50fps, and the "phantom mov's" no longer appear - only the clip I'd
expect. (And I was definitely able to duplicate-on-demand the problem before
the change.)
Thanks for all your help, Andrey.

So, perhaps grabbing larger frames would alleviate the problem. Interesting
- I'll try it. It makes sense, as I don't think I was having this problem with
larger frames.
Understood regarding higher FPS reducing vertical size and combining frames
in the FPGA. I'll plan on trying that in "ver 2.0". I wouldn't even know
where to start in programming the FPGA at this point.
