message filters not working

I'm trying to migrate to a new computer and having all sorts of 
problems. I had a large number of message filters saved and they are all 
not working. I've managed to delete them all thinking that I could 
recreate them but the new filters are not working. after creation, I 
click on 'run now' and nothing happens. my mailbox size is huge and I 
really need to get the filters up so I can manage it a better.
Any ideas on what's going on?
