Well, is there any evidence of this? I find it hard to believe that any user would install SeaMonkey (or any program for that matter) directly into "C:/Documents And Settings" rather than a sub-directory under that or any other directory. I suspect you mean "... install to a directory under Program Files...", but that isn't actually necessary.
