I can Unblock the file in file properties but it still won't open. The
error I get there is "Adobe Reader could not open xx.pdf because it is
either not a supported file type or because the file has been damaged
(for example, it was sent as an email attachment and wasn't correctly
decoded).

I just saved a tax file .pdf from the IRS web page and it got the same
block on it but when I Unblocked it, it does open so maybe it's my
electric company, which wouldn't be surprising.

Is there a way to tell SM2 to stop blocking access to these downloaded
.pdf files?

there is a PDFViwer Plugin (SM2 calls it PDF Browser Plugin) by a fellow named Schubert from Germany. I don't know if its available for PC.s or Linux. But work great on Mac. He doesn't make one to work with IE. though.

But it works fine with Safari, SeaMonkey, FireFox, Camino, Opera, OmniWeb, and iCab.

Note you must remove Adobe's supplied PDFViewer The will interfere with each other.
