The news.mozilla.org server requires no fee. It is available to all.
All it requires is a NNTP client, setup to access the server. Since the
item in question is about reporting in a news.mozilla.org newsgroup,
Usenet is not at issue.

Go to Mozdev at <http://www.mozdev.org/> for quick access to
extensions for Firefox, Thunderbird, SeaMonkey, and other
Mozilla-related applications. You can access Mozdev much
more quickly than you can Mozilla Add-Ons.
