of particular interest may get dropped from the main page, but it
is then usually available via a link.
It's a heck of a lot more than just the "maybe, just maybe" case of a
news story or something on a main page. Even plenty of open-source
projects don't seem to understand the need to keep, say,
documentation for non-current versions of software accessible.

NO, it is NOT a different case. Why do you think it is?
(Whether it's something the you would consider "just" a web page with
some desired information in it, or something that you would consider a
"document" on the web with some desired information in it, one might
want to capture a copy to be sure to be able to get to that information
again.)
(And since when is a web page not a kind of document?)
