Re 1: Depends on complexity of the effort and whether it involves C++ or just the usual JS/XML/CSS combo. In any case, this kind of discussion should be taken to Bug 506217.
Re 2: What's wrong with the old one? Or do you just mean making it fit if necessary (format, size etc.)?
Note: The in-tree implementation seems to be Windows- or even WinCE-only.
