As do a number of other users, I set my home page as my bookmarks file. With SeaMonkey 2.1RC1 using places.sql, I now export my bookmarks into file bookmarks.html by setting browser.bookmarks.autoExportHTML to "true".
Frankly, since you and a number of prominent people wish to display your bookmarks as a webpage on browser launch, it should be possible to get an extension written up without too much added headache to display things the way you like, directly from your places.sqlite DB.
Sadly I do not personally have the time, nor do I know enough about the Places format to write it myself, but I am told by those who do know more about it that doing this type of interfacing is quite easy.
