What gets forwarded is the header and the first text/plain
attachment. But not the remainder of the e-mail message.

Are you forwarding inline, or as an attachment?

If you choose Message | Forward As... Inline, any text that was in the message body appears as text in the forwarded message, and any attached files (including text files) become attachments to the forwarded message. So if you're hoping for any of these attachments to appear in the forwarded message body, you're barking up the wrong tree. Do you mean to say they are not attached? Or do you mean the original message body disappears?

If you choose Message | Forward As... Attachment, the entire original message is bundled up as an attachment, and you can't verify what it contains or edit it.

I could find no preference that limits the size of forwarded messages, or outgoing messages generally.

Note 1: By default, CTRL-L will forward messages as attachments, unless you change the preference at Mail & Newsgroups | Composition:
        Forward messages: (•) Inline (o) As Attachment

Note 2: As far as I can tell, clicking SHIFT-Forward behaves the same way but composes an HTML message instead of plain text.
