SM 2.0.14 on a a Windows 7 system.

I am receiving some quite large 500 kb - 1 Mb advertisement e-mails
and am trying to forward one to someone.
When I choose to forward in-line only a piece of the message is
being forwarded.

Is this the normal designed behaviour?
If so, How can I predict it?
...

What gets forwarded is the header and the first text/plain
attachment. But not the remainder of the e-mail message.

Are you forwarding inline, or as an attachment?

Paul, Did you read the first paragraph, especially lines 3/4 and then
the remainder of my posting which you snipped?
I tried to be precise in describing what is happening. Perhaps I was not
sufficiently complete and unambiguous.
Here is what I do that causes what I reported and asked about:
1) On the top menu line, I select View | headers | all
2) I select and display the e-mail of interest
3) On the _second_ menu line, the one which also has the 'send' icon,

instead of 'send' that should be 'Get Msgs' and 'Compose' icons :-(

I select the little down arrow on the right side of the 'forward' icon,
and then select in-line.

If you choose Message | Forward As... Inline, any text that was in the
message body appears as text in the forwarded message, and any attached
files (including text files) become attachments to the forwarded
message. So if you're hoping for any of these attachments to appear in
the forwarded message body, you're barking up the wrong tree. Do you
mean to say they are not attached? Or do you mean the original message
body disappears?

If you choose Message | Forward As... Attachment, the entire original
message is bundled up as an attachment, and you can't verify what it
contains or edit it.

Which is why I was attempting to forward in-line.

I could find no preference that limits the size of forwarded messages,
or outgoing messages generally.

Not a problem.

Note 1: By default, CTRL-L will forward messages as attachments, unless
you change the preference at Mail & Newsgroups | Composition:
Forward messages: (•) Inline (o) As Attachment

Note 2: As far as I can tell, clicking SHIFT-Forward behaves the same
way but composes an HTML message instead of plain text.

The text which is the contents of that first attachment which _does_ get
included in the forward, does also appear buried in the displayed
advertisement. But that may be produced, not from that attachment, but
from one of the other html of coded graphics attachments.
