That's the way it is here on my CRT, same as it has been for many years:

You're overlooking the context menu, and overlooking what happens to users who
keep open many tabs in browsers with an X button on every tab. Imagine yourself
trying to hit the correct X if an X was on every tab in the above picture.

First thing I do in every new FF profile is get the Xs off the tabs.
