You get a tab for each even if you have not otherwise used the > new window.
Works for me as long as I've got a check mark for Edit / Preferences / Browser / Tabbed Browsing / Hide the tab bar when only one tab is open. uhmm... you did open a new window for the Addons manager and another new window for the Data Manager.. right?
