Per the convention described in Section 4.3 of RFC 3676, everything below the delimiter is considered part of the signature. Newsgroup applications are supposed to strip away the signature from a quoted prior message when composing a reply to a newsgroup message. For some strange and ancient reason, Thunderbird (and thus SeaMonkey's Mail-News component) also applied this convention to E-mail messages. As of TBird 5.0, that should be an option in TBird. I don't know if that option has yet been picked up for SeaMonkey.
