That's interesting. When I repeat your steps I too can edit the image properties.
But when I go to this page, using your method, I can not.

The method I normally use is to use Composer on a local file in my computer then upload (publish) that file.

Works for me w/SeaMonkey 2.3.3 (linux). To test I went to
http://www.google.com/ and File|Edit Page (or Ctrl-e). I can right click
on the image&  access image properties, or with the image selected, use
the 'Image' button to do the same.

I then tested the same with SeaMonkey 2.3.3 Windows (WinXP) and the
results are the same.
