That's VERY interesting.
If the image is selected then:
Format \ Image and Link Properties works, but it's grayed out when right
clicking on the same image.
This provides a work around for the problem.
When the image is not selected and I try to right click it, the image
becomes selected so the result is the same as selecting then right clicking.

The method I normally use is to use Composer on a local file in my
computer then upload (publish) that file.
I find that if I right-click on an image the image& link properties is
indeed greyed out. However if I first select the image and then click
the Image icon I can. Can you try that to see if you get the same?
Also, if the image is selected: Format|Image and Link Properties is
working. Just not the right-click.

Works for me w/SeaMonkey 2.3.3 (linux). To test I went to
http://www.google.com/ and File|Edit Page (or Ctrl-e). I can right click
on the image& access image properties, or with the image selected, use
the 'Image' button to do the same.
I then tested the same with SeaMonkey 2.3.3 Windows (WinXP) and the
results are the same.
