I've never seen a flicker of any kind, at the rather normal web
pages I and my wife visit. We are using 2.4.1 with Ubuntu/GNOME
11.04.
I'd more suspect your video driver or something else in your OS.
BTS, message header says "SeaMonkey flickers horrible when first
accessing a page" so I'm guessing it's a once only effect, or maybe
clearing the cache might display the effect.
That's why I asked Otto for the URL of his start page. :-)
(and I don't remember mention of this problem, but I'm an old guy.)
