There are several bug reports on this.

Bug #662871 specifically addresses flickering with internal pages (i.e.,
pages not on the Web) for Add-ons Manager and Data Manager, both of
which display in new tabs.  As a workaround, either select a different
tab and then return to the afflicted tab or else minimize the browser
window and then restore it.

Bugs #657401 and #664088 (and apparently some others) addresse
flickering with Web pages when scrolling.  I have not seen this, but it
appears to be a real problem*.  These should be fixed in SeaMonkey 2.5
or 2.6.
