I would SUSPECT this has to do with your OS's virus scan, probably
halting SeaMonkey after it finishes writing a file to your HD while it
inspects the file for viruses, or some such...
If you (temporarily) disable/shut off your virus program entirely when
you download a file, does the hang go away?
Do you think that previous versions of SeaMonkey would be immune to
this? I have had all the versions of SeaMonkey in the last three years
installed on this system, and there was never any problem with downloads
until 2.4. Also, this hang appears to be indefinite, not temporary (it
never clears up; I always have to stop and restart SeaMonkey).
I will try disabling the antivirus, just in case something changed
there, but I have made no change in anti-virus (other than updates) for
a couple of years.

Its possible something that changed in core gecko affected how your
Virus Scan sees seamonkey. Or possibly an update in your virus scan is
causing it to behave slightly different.
As I said, its just a suspicion, but would love to know if it helps, or
if it doesn't.
