We never need this before. Why is it that you people keep on finding

SeaMonkey always needed Administrator privelages to run the windows
installer.

SeaMonkey never had a signed installer.
SeaMonkey's issues with bookmarks should be solved, if you are
experiencing a specific issue please tell us what is is so we can answer
more accurately.
