Actually, it doesn't happen ALL the time, only if you create a news
account by clicking on a news:// URL. Manually-created news accounts
seem to be fine. The Seamonkey Release Notes have a description of the

account wizard may be broken (the account type will always be News). To
work around the problem, set the mail.server.serverX.valid pref (where X

OK, here's what fixed the problem.
There was only one account that had a mail.server.serverX.valid pref,
and that was a newsgroup account that had its value set to false.
Changing that pref to true fixed the problem, and brought up the usual
Mail/Newsgroup dialogue when I started to create a new account.
