The capability you want was removed with SeaMonkey 2.1. Actually, it was NOT removed from SeaMonkey but from the Mozilla Toolkit for Firefox. Some Toolkit developer decided that users do not really want to control the age or size of their history and that he had a better idea about maintaining history.
