? Yes. With the build ID included in the UA string I could easily
determine if I was using a standard Mozilla build, a dev build for a
distro, etc. Now if you wish to include the build, you need to copy the
'Build identifier: 20120802003003' line as well. However, I seem to
recall that there were objections to adding the BI to the UA string for
security reasons. I could be wrong (I've not bothered to check)...

The problem (as I see it) is that addon developers are simply overwelmed
(and pretty pissed off) by the 'new & improved' rapid release
versioning. For example, were you an addon dev, you'd have to look
forward to:

And even lightning - a mandantory addon IMO:

That said, I think it's probably more luck than planning (who could
possibly plan an install.rdf with the likes of above?) that prefbar is
still working on 2.14:
