I just reinstalled thunar with -dbus and now when I run xfce4-settings-manager and try to select the file manager module, I too get "Error org.freedesktop.DBus.Error.ServiceUnknown: The name org.xfce.FileManager was not provided by any .service files". Uninstalling thunar makes the file manager module disappear, which at least avoids the error. Since creating those config files didn't work for you, there must be some magic running to make it work for me.
