I have no insider info, but it's probably similar to the decision of dropping older Windows versions: it's done because supporting them forces programmers to use old inefficient programming techniques. For instance, the Windows version dropped support for pre-XPSP1 Windows because modern compilers generate code that's not compatible to those old versions. Using old compilers kept developers from leveraging features of the newer versions that were judged important.
