That's how it works for me if I simply open a new Tab, and not a Tab from a link - I get a blank white Tab. I didn't have to set anything...it just works that way.

Funny...I never noticed the button for opening a new Tab in the bar before...I've always used the keyboard shortcut. But that works the same way for me. I probably never noticed it because I hide the Tab bar with only one Tab open and I don't leave Tabs hanging open like people seem to do...

The only things I have set re: Tabbed Browsing and/or Link Behavior are to open links in a new Tab in the current Window. Check your Browser Pref and make sure that you have Home Page selected for Browser Startup and not New Window or New Tab...that could be the issue.
