Go to [Edit > Preferences] on the SeaMonkey menu bar and then select Browser on the left under Category. The box with "Display on" begins with a pull-down selection list. You want to select "New Tab" and then the "Blank page" radio button. At the same time, you can also select what to display on "Browser Startup" and "New Window".
