Couldn't find a pref for this, but SM seems to remember its last state
and start that way.
For the immediate problem, directly under the word "SeaMonkey" at the
top left corner of the screen, you should see "File Edit View..." If
everything is gone, you should see three little speckled bars. The
longest of these contains the location bar, as well as "Back Forward
Reload Stop"; one of the two short ones contains "File Edit View..." and
the other contains "Home AdBlock Plus Bookmarks" etc. (depending on what
you've installed).

Simpler than that, at the left side of the Toolbar there is a narrow
strip with an arrow in it - click that. It will open/collapse the Toolbar.
As noted before, because it is so small it is hard to target with a
mouse...it should be at least as big/wide as a scroll bar arrow, IMO.
But perhaps another shape. If there's a .css hack for that, I'm
listening...
