For the immediate problem, directly under the word "SeaMonkey" at the

everything is gone, you should see three little speckled bars. The

Reload Stop"; one of the two short ones contains "File Edit View..." and
the other contains "Home AdBlock Plus Bookmarks" etc. (depending on what
you've installed).
HTH
Simpler than that, at the left side of the Toolbar there is a narrow
strip with an arrow in it - click that. It will open/collapse the Toolbar.
What you're calling a "strip with an arrow in it" is what I'm calling a
"little speckled bar." It's true that they do contain tiny little black
triangles that function as arrows, but without stems I don't consider
them "arrows," and I was aiming for a description that someone
unfamiliar with the feature (it's easy to overlook, after all) would
recognize.
As noted before, because it is so small it is hard to target with a
mouse...it should be at least as big/wide as a scroll bar arrow, IMO.
But perhaps another shape. If there's a .css hack for that, I'm
listening...
OK...
