Not quite what I want. I enabled Java selectively for three Web pages.
I now want to disable Java selectively for only one of those three. I
do not want to change the status of any other plugin.

Note that this does not have to be specifically for Java. The issue is
whether a plugin that has been enabled for some Web pages can later be
disabled for a subset of those pages.

Also note that it seems that Java 7u13 is not (yet??) globally disabled
via blocklist. Thus, what I am asking relates to SeaMonkey capabilities
and not to any problem I currently have.

If the various click-to-play bugs for Firefox are implemented in
SeaMonkey, they appear to involve end-user capabilities to whitelist
some plugins and to whitelist some Web sites. I assume this also
includes whitelisting some plugins for some Web sites (or vice-versa).
The question is: Will the end-user have the ability to remove a
selected item from any of these whitelists?

Are taxes too high in the U.S.? Check the bar graph
