I did check before posting. The plugins section only appears when you select "All Sites" > I wonder... the Seamonkey Data Manager already has a "permissions" > section (currently used only for cookies, I think); if Firefox already > has the back-end code, perhaps the easiest path to offer this > functionality would be to leverage the existing Data Manager UI? Permissions section can be used for any and all permissions. If nothing is listed for a site you can click the "Add" button and choose any permission available (I think).
