Well according to SeaMonkey Project News
http://www.seamonkey-project.org/news on Feb 4th there was a release
stating "As part of Mozilla's ongoing stability and security update
process, SeaMonkey 2.15.2 is now available for Windows, Mac, and
Linux as a free download from www.seamonkey-project.org." This led me
to believe that Mozilla still provides support for SeaMonkey. Correct
me if I'm wrong.

You're wrong. Pretend it says, "thanks to Mozilla updating Firefox, we at The Sea Monkey Project have been able to make some updates also." and you'll understand.

And btw, you can use two year old versions of SM for email and have no problems. All the "updates" these days are just to implement more HTML5 recognition in the web browser.
