It is possible to write a small program that removes everything from
prefs.js except the mail.account mail.identity and mail.server
entries, and it will then reset everything to default but keep the
accounts.

Does such a utility exist? What I do NOT know about prefs.js and user.js
would fill volumes.
For my use case I probably want all the mail and newsgroup info to
reside in user.js.

A somewhat related question, is there an existing utility to compare a
modified prefs.js to a "default" prefs.js with the intention of creating
a user.js for that profile?

I use Beyond Compare.

It's not free but does have a 30-day free trial. It enables comparisons of folders and files. It can do text, binary, and data file comparisons. you can even comopare, say, two Excel files. Very handy program.
