If I had to hazard a guess, I suspect that SeaMonkey would need to have its HTML mail tightened up to ensure that it sanitized any HTML being pasted into an e-mail. So, the problem is on both ends: Outlook is too dense to properly ignore the non-standard HTML tags, and SeaMonkey isn't doing its job in ensuring that the HTML being sent is legit.

Is it doable? Yes. Those bothered by the problem should drop by Bugzilla and submit a bug.
