You have two issues:
1. the "top tool bar" is a SeaMonkey issue - others have dealt with that.
2. Though I'm a WinXP Pro user, the second sounds like a description of
the Windows taskbar (one word).
The WinXP Help states:
"If the taskbar is hidden, right-click the Start button, click
Properties, and then, on the Taskbar tab, clear the Auto-hide the
taskbar check box.
If you have temporarily hidden the taskbar by dragging the top edge
down, drag the visible edge upward to redisplay the taskbar."
If that does not help, search Windows Help for "taskbar"(one word, no
quotation marks).
Other than that, you may wish to post to microsoft.public.windowsxp . It
is, as its name implies, an XP specific USENET group, but generally
receptive to questions about other versions of Windows. Be sure to
specify which version you are using. The make and model of your computer
may be relevant.
I wonder if that stuff will work with Windows 8 (based on his message
header, that's what he's using). Hell, I don't even know if Win8 HAS a
taskbar! (just kidding -- you've seen all the stuff about how
drastically they've changed things)
