It is here in SeaMonkey 2.20, which recognizes "about" as a valid protocol.
I think the mail-news capability in SeaMonkey is based on Thunderbird.
I am using Thunderbird 17.0.8. I have left-clicked repeatedly on your
about:config with no result. Yes, it is blue and underlined like a
link; but there is no response when I click.
There isn't using Thunderbird. There is using SeaMonkey.
