There is already a Data Manager that is designed to present all
categories of data at the same time; for the Password Manager to
present anything other than passwords is clearly a bug.

Since you and I are both using the same version of SM on the same version of Windows, I wonder if you don't have an add-on that's gumming up the works? Can you reproduce the bug with add-ons disabled?
