I seem to be getting the same functions from the Data and Password
managers. On the left is a column of all addresses that have any kind
of information saved. Select one of those addresses and all the
relevant tabs for that address become active. So passwords can be seen,
but only as part of the larger Data set. So it seems that the Data
manager and Password manager buttons are both the Data manager button.
But even if selecting Password manager opened just passwords, the stock
password manager is still unfriendly. At any given time you can only
see the password of the address that is selected.
It's worse than that. If you choose "Show Passwords" and then select a
different domain, it forgets and hides them again, and you have to
select it all over again.
I have long used Saved Password Editor.

And chrome://passwordmgr/content/passwordManager.xul seems to provide
the same functions.
With a better UI, I agree.
