I cleared the cache, closed and reopened SeaMonkey, and the problem

set the clear the cache on closing SeaMonkey.

From what I've observed SM has been carrying along some flaws
regarding the ignoring of user pref settings...it may be ignoring
your setting to clear on close.

I run with my cache set to zero - if you have a fast ISP you may want
to try that, if the problem comes back.

One thing I've noticed in this area is that if you save a session (in effect, telling SM to reconstruct your tabs when you relaunch SM), it doesn't clear private data in between. The cache and cookies survive even though you've shut down and you have it set to clear these things on shutdown.
