CTRL-C CTRL-V of the forwarded quote header from a forward window into a
reply window is simply impossible.

This is another SM bug that will never been corrected !

Hmmm.  I would have thought that either the set of
mailnews.reply_header* preference variables would also be used for
forwarded messages or else there would be a parallel set of
mailnews.forward_header* preference variables.  (See
<http://kb.mozillazine.org/Mail_and_news_settings>.)  However, that
thought would be wrong.  On testing, the mailnews.reply_header*
variables do NOT apply to forwarded messages.  On searching through
about:config, there are no equivalent variables for forwarding.

Perhaps, i have not explained the problem very well.
The problem is because i cannot do a copy paste from the forward window
to the reply window of the following text:
Also in the news i cannot do that, so a go thru notepad to permit me to
show you the text:

Why is the copy/paste not working ? It looks like normal, pure text.

Is it possible that you are afflicted with bug #719413?  See
<https://bugzilla.mozilla.org/show_bug.cgi?id=719413>.  This was fixed
in Thunderbird 16.0.
It's written :

Ctrl-V (keyboard shortcut for Paste) still works.
But for my problem:
 Ctrl-V doesnot work.


However, it might not have been fixed in SeaMonkey's mail-news until
later, possibly even later than your SeaMonkey/2.17.  See the following
bug reports:

Those doesnot look as my intermittent problem.
