Someone here said this is a known bug, it was introduced after SM 2.13.2
- when the Master Password prompt dialog is presented the bottom edge is
drawn short and the buttons run off the bottom edge. I think it's a Mac
only bug, SM Modern Theme.
It's further aggravated by the fact that SM is ignoring my pref setting
for request for Master Password, so when that random request happens I
then also have to look at this problem as well - the combination of the
two bugs together is four times as annoying.
So I've halted at 2.13.2 on the machines I use most and only keep up
with the latest on my laptop...just to keep up with what hasn't been
addressed. At least I only have to deal with the random Master requests
in 2.13.2.
But it occurred to me that maybe I could fix it in userChrome.css - can I?

I don't see that problem. Thus, your conjecture that this is limited
only to Macs or the combination of a Mac and the Modern Theme is quite
likely correct.
Have you tried the Default Theme for your version of SeaMonkey?
I saw the problem today in Thunderbird, in the Check Spelling dialogue.
It is consistently reproducible.
It appears there is a general problem with dialogues that is either in
the Gecko Core or in Toolkit.
If I use the keyboard short-cut to SEND a message, (Command-Return) the
dialog that asks to confirm sending is like that too. That's on OS X
10.6, running SM 2.21
