I don't think you will find a 2.21 langpack.xpi in a 2.17 location.

Sorry, for the "2.17" information instead of "2.21" it was a copy/paste
problem :-)
Anyway; it seems that the directory
http://releases.mozilla.org/pub/mozilla.org/seamonkey/releases vanished
..... it was present and fully populated when i installed 2.17 - now it
doesnot exist anymore :-(
http://releases.mozilla.org/pub/mozilla.org/seamonkey/ directory still
exist - but empty
BUT still present and populated for FireFox and Thunderbird.
