No that's not the best way. Maybe an easy one or one you're accustomed to, but the way you're proposing will result in partial loss of information. The proprietary bookmarks.html format cannot convey all information of the current Places system. The only options (that I know) that will persist all information are: a) Copying places.sqlite. This will copy more than just bookmarks, though, e.g. the browsing history.
b) Use SeaMonkey Sync.
c) Use Backup/Restore from the Bookmarks Manager. Unlike the bookmarks.html format, the JSON format used here stores all relevant Places data.
