Strange. That's the latest version and it should work. Maybe deleting
the XUL cache file in your profile folder helps.

What's the filename, and where is it located?
I use a slightly modified version together with the Stylish add-on, and
with that the Data Manager looks OK to me. The changes are:
* one extra line at the beginning (so Stylish doesn't apply it to
website contents)
* one extra rule in order to limit the effects to the Windows default
theme (work in progress toward getting bug 927779 fixed).

I don't think I should have to install an add-on to fix this. YMMV.
FWIW, I'm using the SeaMonkey Default Theme 2.22.
