After spending a whole week in bugland, I have discovered what is going
on. And I, personally, do NOT like it.
The Autocomplete, never was, just that. It was always intended as a
search function. But it was a very poor search function. So those of
us that happily found it to be "working" at guessing our intended
recipients names...well that was only because it was a horrible search
function and (only guessed "Fred" when we typed "Fr" instead of finding
"that lady I know in France" also.)
It is now greatly "improved" and finds all sorts of things I never knew
or wanted it to look for.

I'm not happy. I thought addressing was an autocomplete, not a broken

Seems what we might really need is an option to have the TO field work as;
a. auto-complete
b. keyword search
