Have you checked the email source code?

I have some that don't show a user-agent so it doesn't show up with that
pref set to true. The ones that do show a user-agent or x-mailer, do
show up in the message header.

Surely all the email clients are not like that. I should see at least some user-agents in my emails. I shall have to check the source to make sure, since I did not think to do that.
