Check the properties.  When was it last updated?

I do not have that file in any of my four SeaMonkey profiles.  However,
I seem to recall I used to have it and deleted it.  I think if you are
an active Web surfer and the file has not been modified in over a month,
you might get rid of it.

For safety's sake, before deleting such a file, I rename it.  In this
case, I would name it x-netpredictions.sqlite-x.  That would make it
very easily found, either for deleting (no adverse effects from
renaming) or restoring (it's vital).
