Now I remember.  SEER was incorrectly or incompletely implemented.  I
think it is no longer functioning in SeaMonkey, which is why I do not
have netpredictions.sqlite.

It's likely in 2.25 is got created and since 2.26.x SEER got turned
off but the file remained. I think deleting it won't hurt.


I have two Profiles - one which had it, and one which did not.  So I've
deleted it from the Profile that did, and haven't noted any ill affect.

And likely as much you won't.
