I block all pop-up windows in Firefox.

The setting in my SeaMonkey is "Block all unrequested popup windows".

If enabled you can click the "Manage Permissions" button which brings
up the Data Manager.

What tab in the Data Manager does it bring up? Cookies, Permissions,
Preferences, Passwords, Storage or Form Data.

My setting in Seamonkey is the same as yours: "Block all unrequested
popup windows"

Through the years, I've clicked on "Allow Popups From This Website" for
many sites I trust that won't work properly otherwise.

The recent behavior of getting shunted to a blank Data Manager makes me
think that I've broken something, because to use those sites, I now have
to switch to a different browser.

I just clicked on "Manage Permissions" in Preferences | Privacy &
Security | Popup Windows and I got sent to a blank Data Manager screen,
with no domain highlighted, no tab selected, no tab that says "popups,"
no listing of websites where I have previously 'allowed popups,' and no
clue how I should go about 'Managing Permissions."


The tabs are Cookies, Permissions, Preferences, Passwords, Storage or Form Data. No Popups tab.

Have you tried Tools > Popup Manager > Manage Popups?
