That's not what used to happen; but it's been that way for me for maybe a year
now, but I just go around to inquiring what it means.
Maybe a more useful question is: What happens to other users when they select "Allow
Popups From This Website"?
Sometimes, the Data Manager is launched for the wrong data type. If you have
nothing set for that data type, the domains and settings will be blank.
The next time this happens, check the data type. If it is neither All Data
Types nor Permissions (the data type for popups), change it.
I had a chance to check into this further today. After getting warned by a municipal website that I couldn't
access their document archives (see attached message), I selected "Allow Popups From This Website"
and I got shunted to Data Manager. I tried selecting "Preferences only" or "All data
types." However, all tabs were still grayed out; I couldn't select any of them. I suppose that was
because no domain was highlighted, and the search box was empty.
Am I supposed to type the URL of the referring page into the search box?
I tried that; all the listed domains disappeared, and there was no clue if I
was finished, or hadn't even started....
Or just some part of it? I eliminated most of the URL, keeping everything that
ended with .com. Still, no clue about what to do next.
I assume my attempts failed because I still can't get access to these documents.
Anyone have a clue how I can proceed, beyond switching browsers?
I suggest you install the PrefBar extension from
<https://addons.mozilla.org/en-US/seamonkey/addon/prefbar/>. Then
import the Permissions Menu menulist from
<http://prefbar.tuxfamily.org/buttons.html/category/privacy#permissionsmenu>.
This gives you the old managers for Popups, Cookies, Images, and
Installation, including their whitelist and blacklist maintenance.

The "permissions menu" button works perfectly; and it lets me see the list of
sites I've previously allowed to bypass the popup blocker.
I've been using Prefbar anyway because it offers such an easy way to enlarge
and reduce web pages when my hand is on the mouse instead of on the keyboard; I
didn't realize these other buttons were available!
