Basically, you don't, at least manually.

Someday, SeaMonkey will encounter a type it's never seen before and
prompt you for guidance. At that time, if you tell it to handle the type
the same way from here on out, it'll create an entry in the Helper
Applications. If you don't tell it this is a new policy, it won't
remember it, and it'll ask you again the next time it comes across the
unknown type.

Also, when you install a new plugin such as Shockwave Flash, those types
will appear (or change) in the Helper Applications panel.

To finish the answer (to address your second question):

Go to Edit | Preferences | Browser | Helper Applications and click the type you're interested in. The right-hand column, "Action" will list the current policy, e.g., "Always ask." Click that and you'll get a pull-down list to choose from.
